Line 1 decides everything downstream, and line 3 is not the country your fabric came from — under 19 CFR 102.21 apparel origin is normally where the garment was assembled, so Chinese fabric cut and sewn in Bangladesh is Bangladeshi origin for duty.

How to calculate landed cost of imported goods: the eight-step apparel method

This is the sequence. Steps 1 to 5 are the duty stack; steps 6 to 8 turn it into landed cost.

  1. Establish entered value. The price actually paid or payable for the merchandise. On an FOB or FCA purchase that is the factory price — international freight and insurance are excluded when separately identified, which is why what an FOB price does and does not include matters before you enter a number here.
  2. Apply the MFN rate. Entered value × the Column 1 general rate for the HTS line.
  3. Apply the Section 301 forced-labor rate. Entered value × the tier rate for the origin. Additive to MFN for most economies.
  4. Apply any legacy China Section 301 rate. Chinese-origin goods only, on top of both. Most apparel sits on List 4A; some lines sit on List 3. Verify line by line.

That is a 1.41× multiplier on FOB. Two readings of it matter.

The duty stack is now the second-largest line after the goods themselves. At $1.16 a unit in government charges against a $4.30 garment, duty has stopped being a rounding error and become a sourcing variable. Pre-2025 the same tee carried 16.5% and nothing else.
